![]() ![]() President Zelenskyy's speech in Congress was a perfect imperfection. Especially after today's historic events, there's no doubt about it. Their bravery inspires our partners and fuels our determination to achieve our goal. Of course, we owe it to the men and women of Ukraine’s Defense Forces, first responders, doctors, volunteers, and every Ukrainian who keep our nation running. Most of all, our gratitude extends to President Zelensky and head of our working group, Andriy Yermak, for their leadership, guidance and trust. We're also indebted to our advisors – Dapo Akande, Prof. This accomplishment is the result of hard work of many people at President's Office, Cabinet of Ministers, Prosecutor General's Office, Parliament – Verkhovna Rada, Ministry of Justice, Ministry of Foreign Affairs, and the Ukrainian diplomatic corps. We spent countless hours in intense negotiations and behind-the-scenes work, in offices, airports, or on the go, both in Kyiv and on grueling trips. I am grateful to my “partner in crime” Iryna Mudra. Today, I can take a moment to reflect on this. If Russia refuses to pay voluntarily, we will confiscate its foreign assets. Establishing this commission is the next step, and the work is already ongoing. These claims will be examined by a compensation commission. Detailed instructions for submitting claims will be developed soon. It will include claims related to damage and loss of housing and other property, but also to various war crimes, loss of business, displacement, damage to cultural heritage, and environmental damage, etc. The Register will record claims for compensation caused by the Russian war, from individuals, businesses, and the state of Ukraine. I am grateful to our Dutch partners for their support. The Register, an autonomous organization under the Council of Europe, will be based in The Hague, the capital of international justice. This sends a powerful message: Russia will be held accountable. It received international legitimacy from the UN General Assembly in November. Now, 40 states from three continents (including all G7 members) and the European Union are the founding members of the Register. The team, which I am privileged to be part of, based its work on the concept of the compensation mechanism that we conceived in the first weeks of war. Last year, President Zelenskyy established a working group to develop the mechanism for #reparations. ![]() This Register is the first part of the #CompensationMechanism proposed by #Ukraine to hold #Russia accountable for the war damages. Today, the international Register of Damages Caused by the Aggression of Russian Federation Against Ukraine has been established, announced at the Council of Europe Summit in Reykjavík, in the presence of Heads of State and Government of almost 50 states. ![]()
